Adds a Member of the Assembly and a Member of the Senate as nonvoting advisory members to the California Infrastructure and Economic Development Bank's board of directors, appointed by the Speaker of the Assembly and Senate Committee on Rules respectively.

Allows legislative members appointed to the bank's board to designate a representative to serve in their place.

Designates the bank as the primary state agency responsible for developing and submitting applications for federal infrastructure bank and financing authority programs, except where inconsistent with existing operating agreements between other state agencies and federal agencies.

Maintains existing board composition of five voting members including the Director of Finance, State Treasurer, Director of Business and Economic Development (chair), Governor's appointee, and Secretary of Transportation.
