Extends the timeframe for community college academic employees to transfer accrued sick leave to another district from 1 school year to 3 school years after employment termination.

Allows employees to transfer sick leave if they accept a position in another district within 3 school years following termination, or within a longer period if protected by a local bargaining agreement.

Requires the Board of Governors to establish rules for certifying and transferring the total amount of sick leave between districts.

Prohibits governing boards from requiring transferring employees to waive any portion of their accrued sick leave entitlements.
