Authorizes health facilities as defined in Section 1250 to use reliable alternative clean energy technologies as primary or backup power sources if they meet federal and state reliability requirements.

Requires the Office of Statewide Health Planning and Development to submit building standards to the California Building Standards Commission for using reliable alternative clean energy technologies in essential power systems.

Building standards must be adopted in the California Building Standards Code if the alternative clean energy technologies meet federal requirements.
