Changes the Prohibited Armed Persons File to include persons with firearm ownership or possession on or after January 1, 1996, instead of January 1, 1991

Requires the Attorney General to cross-reference firearm owners/possessors with persons who later become prohibited from owning or possessing firearms

Makes file information available only to specified law enforcement entities through the California Law Enforcement Telecommunications System for determining if persons are armed and prohibited

Requires the Department of Justice to check the Consolidated Firearms Information System when criminal convictions, firearms prohibitions, or federal background check flags are entered into the Automated Criminal History System

Mandates entry of subject's name, date of birth, physical description, prohibition basis, and firearm descriptions into the Prohibited Armed Persons File when a match is found between firearms records and prohibited persons databases
