Establishes the Child Care Facilities Revolving Fund to provide funding for renovation, repair, improvement, or purchase of child care facilities for lease to school districts and contracting agencies.

Changes the lease repayment period from 14 years to 10 years, or to a different term as established by regulations, after which title transfers to the school district or agency.

Requires the department to adopt regulations for implementing and managing the fund, including forms, policies, procedures, eligibility criteria, maximum award amounts, and loan terms; prioritizes expansion of facility capacity.

Requires the department to promote the availability of the fund on its Internet website.

Expresses legislative intent to appropriate $7,000,000 annually in the Budget Act for child care facility purposes.
