Expands the definition of carrying a switchblade knife to include "on or about the person," making it a misdemeanor under Penal Code Section 21510.

Defines "on or about the person" for weapons offenses to include items upon the body, in clothing, in bags or containers carried, or in close proximity to and within immediate reach or convenient accessibility of a person.

Applies the expanded "on or about the person" definition to carrying concealed firearms (Penal Code Section 25400) and carrying loaded firearms (Penal Code Section 25850).

Clarifies that a firearm carried openly in a belt holster is not considered concealed within the meaning of the law.

States no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution because the bill only changes crime definitions and penalties.
