Allows school districts to opt out of any state statute or regulation requiring use of common core academic content standards, including curriculum frameworks, instructional materials, and assessments, effective July 1, 2015.

Requires school districts that opt out to use the academic content standards that were in place before common core adoption and to administer the standards-based achievement test from the former Standardized Testing and Reporting Program at the district's own expense.

References the former Standardized Testing and Reporting Program standards as they existed on January 1, 2013.

Provisions become inoperative on July 1, 2020, and are repealed on January 1, 2021, unless a later statute extends or deletes these dates.
