Requires the Department of Corrections and Rehabilitation and Department of Motor Vehicles to ensure all eligible inmates released from state prisons receive valid identification cards.

Defines "eligible inmate" as one who previously held a California driver's license or identification card, has a usable photo on file with DMV not more than 10 years old, and has no outstanding fees for a prior identification card.

Requires eligible inmates to provide and have verified by DMV their true full name, date of birth, social security number, and legal presence in the United States.

Identification cards must be issued pursuant to California Vehicle Code Article 5.
