Creates a "Thank You For Your Service" Act of 2014 to exempt honorably discharged veterans from the general assistance 3-month benefit limit, effective July 1, 2015.

Allows counties to opt out of the veteran exemption by enacting an ordinance making the 3-month limitation applicable to employable veterans who were honorably discharged from the Armed Forces.

Maintains existing county authority to adopt 15-day residency requirements, establish shared housing payment reductions (15-25%), and sanction recipients for failure to participate in job training or accept employment.

Requires the Legislative Analyst to evaluate the impact of general assistance policies on homelessness rates, sanction rates, and the 15-day residency requirement, consulting with the State Department of Social Services and County Welfare Directors Association.

Establishes state reimbursement procedures for any local costs mandated by the bill pursuant to Government Code Part 7.
