Requires junk dealers and recyclers to request theft alert notifications from the Institute of Scrap Recycling Industries' ScrapTheftAlert.com system for commodity metals in their geographic region, unless the system requires payment.

Mandates junk dealers and recyclers applying for new or renewed weighmaster licenses to certify they have requested theft alert notifications as a condition of licensure (requirement expires January 1, 2019).

Encourages local law enforcement agencies to report commodity metal thefts occurring within their jurisdiction to the theft alert system to provide timely information to recyclers and dealers.

Prohibits the Institute of Scrap Recycling Industries or its successor from selling subscribers' information obtained through the theft alert system to third parties.

Establishes legislative findings that the theft alert system broadcasts theft notifications to all registered users within 100 miles of the theft location at no cost to law enforcement or non-member recyclers.
