AB 2319 Summary

• Establishes the Broadband Infrastructure Fund to provide schools with adequate Internet capacity to support Common Core standards, Next Generation Science Standards, and technology-based instruction, to be implemented if funded in the annual Budget Act.

• Requires the State Department of Education to allocate Broadband Infrastructure Fund money to schoolsites lacking minimum broadband connectivity, schools in hard-to-serve areas, and local educational agencies with planned fiber projects needing completion funding.

• Establishes the Innovation, Training, and Common Core Implementation Fund to allocate funds to local educational agencies on an equal per-pupil basis for the 2014-15 fiscal year for professional development, technology-based instruction integration, and instructional materials aligned to Common Core and Next Generation Science Standards.

• Requires local educational agencies receiving Innovation Fund money to develop and adopt a spending plan, hold public meetings for explanation and adoption, and report detailed expenditure information to the State Department of Education by January 1, 2016.

• Mandates the State Department of Education to summarize expenditure reports and submit them to the Legislature's budget and policy committees by July 3, 2016.
