Prohibits spouses or domestic partners of elected officers or candidates for elective office from receiving compensation from campaign funds held by a controlled committee in exchange for any services rendered.

Expands existing law that previously prohibited such compensation only for services rendered in connection with fundraising to cover compensation for any services.

Declares the measure furthers the purposes of the Political Reform Act of 1974, allowing passage with a 2/3 vote in each legislative house rather than requiring a statewide initiative vote.

Specifies no state reimbursement is required to local agencies or school districts because any costs result from changes to criminal penalties under state law.
