Establishes standards for trial courts entering into contracts for services currently or customarily performed by trial court employees, effective January 1, 2015.

Requires trial courts to demonstrate actual overall cost savings compared to in-house service provision, including all direct and continuing costs while excluding most indirect overhead costs.

Prohibits contracts that would displace existing employees, reduce wages or benefits, cause involuntary transfers, undercut trial court pay rates, or be inconsistent with the public interest.

Requires contracts to be awarded through publicized competitive bidding, include staff qualification standards and nondiscrimination assurances, and be terminable without penalty if materially breached within 30 days.

Mandates trial courts report to legislative budget committees by February 1, 2015 on all contracts entered between July 1 and December 31, 2014 extending beyond March 31, 2015, including analysis of cost savings and employee displacement.
