Requires the Public Utilities Commission to direct electrical corporations to implement a 7-year economic development pilot program at three closed military bases (one each in northern, central, and southern California) selected based on local economic need such as higher unemployment and lower median income.

Mandates the pilot program provide discounted electricity rates to eligible new and existing businesses, with discounts consistent with other PUC-approved economic development programs.

Requires electrical corporations to annually report to the commission on total discounts given, number and types of new businesses created, total jobs created by new businesses, and average salary and benefits of those jobs at each pilot site.

Directs the commission to compile annual reports and submit results to the Legislature in compliance with Government Code Section 9795.

Repeals all provisions on January 1, 2024, unless extended by later legislation enacted before that date.
