Establishes optional California Statutory Forms for Assisted Reproduction to clarify intent to be a legal parent when using assisted reproduction, satisfying the written agreement requirement but not mandating their use.

Creates a streamlined stepparent adoption procedure for cases where one spouse or domestic partner gave birth to the child during the marriage or partnership, exempting these adoptions from home studies, court appearances, and standard investigation costs unless the court orders otherwise for good cause.

Requires assisted reproduction agreements for gestational carriers to disclose how intended parents will cover medical expenses for the gestational carrier and newborn, including a review of relevant health care policy provisions and potential liability issues.

Modifies stepparent adoption requirements by allowing the court to waive investigations and hearings when the adopting parent is married to or in a domestic partnership with the birth parent, subject to filing marriage/partnership and birth certificates plus declarations about the child's conception.

Makes conforming amendments to Sections 9001, 9002, 9006, and 9007 of the Family Code to exclude simplified stepparent adoptions under the new Section 9000.5 from standard investigation, cost, and hearing requirements.
