Expands eligibility for CalWORKs program to include noncitizens who are lawfully present in the United States, in addition to those lawfully admitted for permanent residence or permanently residing under color of law.

Amends Food Assistance Program to explicitly include noncitizens who are lawfully present in the United States as eligible, alongside existing categories such as battered immigrants and Cuban or Haitian entrants.

Eliminates the continuous appropriation from the General Fund that would otherwise defray county costs related to implementing these expanded eligibility provisions.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated local program costs, reimbursement shall be made through existing statutory procedures under Government Code Part 7.

Removes the operative date of September 1, 1998 from the Food Assistance Program section.
