Authorizes the Medical Board of California to establish a voluntary, confidential assistance program for physicians and surgeons struggling with substance abuse, mental health concerns, stress, burnout, and other issues affecting their competency.

Requires the Medical Board to contract with an outside entity to administer the program if established.

Makes program participants responsible for all treatment and recovery expenses, and allows the Medical Board to charge reasonable administrative fees to offset program costs.

Requires the Medical Board to conduct outreach activities to inform physicians, surgeons, the medical community, and the public about the program's existence and availability, including developing continuing education courses on substance abuse prevention and treatment.

Clarifies that program participation does not relieve participants of disciplinary obligations and must be disclosed if required as a condition of probation.
