Adds Section 66281.7 to Education Code, declaring that freedom from discrimination in California postsecondary institutions includes freedom from pregnancy discrimination as defined under Title IX of the Education Amendments of 1972.

Prohibits postsecondary educational institutions from requiring graduate students to take leave, withdraw, or limit studies solely due to pregnancy or pregnancy-related issues, and requires reasonable accommodations for pregnant graduate students.

Grants graduate students who are pregnant or recently gave birth a leave period of 12 additional months (or longer per institutional policy) for preliminary and qualifying examinations, plus at least 12 months extension toward degree completion while in candidacy, unless longer extension is medically necessary.

Grants non-birthing parents a leave period of one month (or longer per institutional policy) for examinations and at least one month extension toward degree completion, unless longer period is medically necessary.

Requires all postsecondary institutions to maintain written policies on pregnancy discrimination and complaint procedures under Title IX, made available to faculty, staff, and all graduate students at orientation sessions.
