Changes political party primary election qualification from 2% of gubernatorial election votes to 2% of gubernatorial primary election votes cast for candidates disclosing party preference on the ballot.

Reduces voter registration threshold for party qualification from 1% to 0.33% of total registered voters, measured on the 154th day before the primary election.

Allows political parties to decline having votes cast for specific candidates counted toward the 2% qualification threshold by notifying the Secretary of State by the seventh day prior to the gubernatorial primary election.

Makes identical changes to presidential general election qualification thresholds (0.33% voter preference threshold measured 123 days before the election, and 2% of gubernatorial primary election votes).

Contains conditional provisions (Sections 1.5 and 2.5) that incorporate amendments from SB 1043 only if both bills are enacted by January 1, 2015, with AB 2351 chaptered last.
