Requires electronic benefits transfer (EBT) cards issued on or after January 1, 2015, to include a photograph of the cardholder on either the front or back of the card, to the extent permitted by federal law.

Applies to initial and replacement EBT cards used for CalWORKs, CalFresh, and other financial and food assistance benefits administered by the State Department of Social Services.

Imposes a state-mandated local program, requiring the state to reimburse counties for any costs associated with implementing the photo identification requirement pursuant to existing reimbursement procedures.
