Requires local agencies with jurisdiction over streets and highways to adopt Department of Transportation standards for recycled paving materials and recycled base, subbase, and pervious backfill materials by January 1, 2017.

Allows local agencies to satisfy the requirement by either adopting the standards or publicly discussing at a regularly scheduled hearing why they are not adopting them.

Establishes that standards and specifications cannot reduce the quality of standards for highway and road construction.

Provides for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill creates state-mandated costs.
