Requires the Public Utilities Commission to direct electrical corporations to include the costs of integrating eligible renewable energy resources in their proposed procurement plans.

Mandates the PUC adopt a methodology by December 31, 2015 for determining the integration costs of renewable energy resources, including wholesale energy and capacity costs associated with integrating each eligible renewable resource.

Requires electrical corporations to include in renewable energy procurement plans an assessment of optimal resource mix, bid solicitations for specific deliverability characteristics, risk assessments, and consideration of price adjustment mechanisms for projects with online dates more than 24 months after contract execution.

Directs electrical corporations to offer renewable energy contracts of at least 10 years duration unless the commission approves shorter terms, and to give preference to California-based projects providing environmental and economic benefits to economically disadvantaged communities.

Establishes that procurement and administrative costs associated with commission-approved renewable energy contracts are reasonable, prudent, and recoverable in rates.
