Modifies Elections Code Section 15624 to allow a campaign committee represented by a voter to deposit recount costs, in addition to the voter themselves.

Requires the voter or their campaign committee to deposit funds with the elections official before the recount begins and at the start of each subsequent day to cover recount costs.

Refunds deposited money if the recount results show the candidate received the plurality of votes they previously lacked, or if the candidate qualifies for a subsequent runoff or general election as a result of the recount.

Requires return of excess deposited funds if the candidate does not receive the plurality of votes or does not qualify for a subsequent election due to the recount results.

Directs unreturned money to be deposited in the appropriate public treasury.
