Amends the definition of "pharmaceutical waste" under the Medical Waste Management Act to exclude over-the-counter human and veterinary drugs and dietary supplements that meet specified criteria.

Over-the-counter drugs and dietary supplements are excluded from pharmaceutical waste regulations if they are offered without a prescription, labeled with "Drug Facts" or "Supplement Facts," and characterized as hazardous or solid waste.

Requires that over-the-counter human and veterinary drugs (but not dietary supplements) must not be disposed of on land within California to qualify for the exclusion.

Declares the act an urgency statute effective immediately to implement statutory changes needed to exempt over-the-counter drugs and dietary supplements from medical waste management regulations.
