Requires a probation officer to notify the presiding judge and board of supervisors in writing when staff and financial resources are insufficient to meet statutory or court-ordered responsibilities, specifying which responsibilities cannot be met and what resources are needed.

Counties or city and counties must determine within 30 days of receiving the notification whether they have available resources to meet the probation officer's identified needs.

If resources are available, the county must notify the probation officer and presiding judge and commence providing the identified resources; if resources are not available, the county must notify both parties of that determination.

Establishes that the state must reimburse local agencies for costs mandated by this bill pursuant to existing state mandate reimbursement procedures.
