Requires the Department of Health Care Services to design its death investigation policy to ensure timely addressing and investigation of resident deaths at licensed substance abuse treatment facilities.

Mandates telephonic reports of resident deaths be submitted within one working day and written reports within seven calendar days, including event description, immediate actions taken, and planned followup actions to prevent future deaths.

Prohibits the department from approving certifying organizations for counselor registration unless they contact other approved organizations to determine if individuals have had previous registration or certification revocations.

Requires certifying organizations to deny registration requests from counselors whose registration or certification was previously revoked and to provide written notice of denial with appeal rights.

Authorizes the department to implement these provisions through all-county letters and bulletins until regulations are formally adopted by December 31, 2017.
