Authorizes cities or counties to allow private offstreet parking facility operators to regulate unauthorized parking within their facilities through ordinance or resolution.

Requires facility owners or operators to include in parking violation notices instructions describing how to contest the violation.

Prohibits facility owners or operators from filing parking violation notices with the Department of Motor Vehicles for purposes of license or registration suspension collection.

Applies specified traffic laws including basic speed law, reckless driving, and speed contests to private offstreet parking facilities that are held open to the public.

Requires conspicuous posting of notices at least 17 by 22 inches at facility entrances informing the public that traffic regulations apply.
