Eliminates automatic grant reductions for CalWORKs families when children under 16 are not regularly attending school.

Requires counties to inform families about continuation school enrollment and screen them for family stabilization services when school non-attendance is identified.

Allows grant reductions for children 16 and older only if county receives notice from school district or attendance review board of non-attendance, with exceptions for documented attendance, good cause, family stabilization eligibility, or compliance with attendance plans.

Ensures children excluded from grant calculations remain eligible for services that may lead to school attendance.

Establishes that children are presumed to be attending school unless deemed chronic truants under Education Code Section 48263.6.
