Establishes new Chapter 11.5 authorizing school districts to create schoolsite councils at any school, composed of teachers, school employees, parents, and pupils (in secondary schools), with authority to develop school plans addressing curriculum, services, and fund expenditures.

Requires schoolsite councils to ensure parity between school staff and parents at elementary schools, and between combined staff and equal numbers of parents and pupils at secondary schools, with classroom teachers comprising the majority of staff representatives.

Mandates annual review and approval of school plans by governing boards, with specific focus on alignment with district local control and accountability plan goals related to school climate, parent engagement, and pupil engagement.

Specifies that provisions of the existing School-Based Program Coordination Act (Chapter 12) shall prevail if there are conflicts with the new schoolsite council provisions.

Incorporates amendments to Section 64001 regarding single plans for pupil achievement to reference both new schoolsite council provisions and local control funding formula, with operative conditions based on concurrent enactment with Assembly Bill 2380.
