Establishes the Market Match Nutrition Incentive Program in the Department of Food and Agriculture to encourage purchase and consumption of California fresh fruits, nuts, and vegetables by nutrition benefit recipients.

Creates the Market Match Nutrition Incentive Account in the Department of Food and Agriculture Fund to collect federal Food Insecurity Nutrition Incentives Grant Program matching funds used to provide grants and administer the program.

Defines "nutrition benefit clients" as recipients of CalFresh, WIC Farmers' Market Nutrition Program, Senior Farmers' Market Nutrition Program, or Supplemental Security Income/State Supplementary Payment benefits.

Requires the department to establish minimum standards, funding schedules, and grant award procedures in consultation with the U.S. Department of Agriculture, state agencies, and stakeholders.

Prioritizes grant awards to qualified entities based on local demographic conditions including number of nutrition benefit recipients, prevalence of diet-related illness, access to fresh produce, and program administration efficiency.
