Exempts personal services contracts entered into by the Commission on Peace Officer Standards and Training from the requirement to notify employee organizations representing state workers who perform similar work.

Adds an exception to the competitive bidding requirement for contracts entered into by the Commission on Peace Officer Standards and Training or the Office of Emergency Services when those contracts are solely for instructor services in public safety training.

Defines "public safety training" to include training related to law enforcement, emergency medical response, emergency volunteers, and fire responders.
