Requires the Judicial Council to prepare, adopt, and annually revise an advisory statewide bail schedule for all bailable felony offenses and misdemeanor and infraction offenses (except Vehicle Code infractions) by January 1, 2016

Mandates the Judicial Council appoint a group of judges from counties of varying sizes to develop and approve the advisory statewide bail schedule

Requires consultation with representatives from the California District Attorneys Association, California Public Defenders Association, California Attorneys for Criminal Justice, and California State Sheriffs' Association when preparing the schedule

Specifies that the bail schedule must consider offense seriousness and assign additional bail amounts for aggravating or enhancing factors, including violent offense enhancements and large quantities of controlled substances

Establishes legislative intent that counties may reference the advisory statewide bail schedule when setting their own countywide bail schedules
