Requires county social workers and courts to consider placement factors on a case-by-case basis when determining whether to place dependent children with relatives.

Mandates that consideration for relative placement be given again after the disposition hearing, without regard to whether a new placement is needed.

Requires the Judicial Council to adopt a rule of court by January 1, 2016, implementing the provisions for considering relatives for placement after the disposition hearing.

Creates a state-mandated local program, with reimbursement to local agencies to be made according to state mandate procedures if the Commission on State Mandates determines costs are incurred.
