Prohibits boards within the Department of Consumer Affairs from denying a license solely based on a conviction that has been dismissed under Penal Code sections 1203.4, 1203.4a, or 1203.41

Requires applicants with dismissed convictions to provide proof of dismissal when applying for a license

Maintains existing protections allowing boards to deny licenses for felonies without a certificate of rehabilitation or misdemeanors that fail to meet rehabilitation criteria

Preserves boards' authority to deny licenses based on crimes substantially related to the qualifications, functions, or duties of the profession, or for dishonesty and fraud
