Authorizes organ procurement organizations to swipe driver's licenses or identification cards to transmit information to the Donate Life California Organ and Tissue Donor Registry, allowing individuals to register as organ donors.

Requires organ procurement organizations to provide clear notice and obtain explicit consent before swiping a license, with applicants verifying accuracy, clicking submit, providing a signature, and receiving written confirmation of registration.

Prohibits retention or use of swiped information for any purpose other than organ donor registry enrollment, with violations constituting a misdemeanor punishable by up to one year in county jail and/or a fine up to $10,000.

Requires the registrar's annual report to the State Public Health Officer and Legislature to include nonidentifiable donor information from both driver's license registry forms and information transmitted via the swiping process authorized by this bill.

Specifies that information gathered through this process must comply with the Department of Motor Vehicles Information Security Agreement.
