Prohibits court clerks from allowing public access to court records in Ellis Act displacement cases (indicated by required caption statement), except to parties, attorneys, and other specified persons.

Authorizes public entities to compel owners to continue offering residential property for rent or lease if they find the Ellis Act prohibition decreases affordable rental units within their jurisdiction, through board resolution or majority vote of county electors.

Allows tenants in unlawful detainer proceedings to defend against Ellis Act evictions by asserting the owner's non-compliance with the Ellis Act or local implementing ordinances and regulations.
