Clarifies that providing electricity for electric vehicle charging at state parking facilities is not a gift of public funds prohibited by the California Constitution

Applies to state government, other government entities, state officers and employees, and other persons using Department of General Services maintained or jointly-used motor vehicle parking facilities

Allows the Department of General Services to continue setting parking fees and terms while separately authorizing free electric vehicle charging infrastructure use

Specifies that parking facility revenues continue to be deposited in the General Fund and used for facility maintenance, public transit pass subsidies, and transportation programs for state employees
