Exempts recycled water pipeline projects of less than 8 miles in length from California Environmental Quality Act (CEQA) requirements when located within public streets, highways, or rights-of-way.

Applies to construction, installation, maintenance, repair, restoration, relocation, replacement, removal, or demolition of recycled water pipelines.

Requires lead agencies to hold a public hearing to consider and adopt mitigation measures for potential traffic impacts before determining exemption applicability.

Mandates lead agencies file a notice of exemption with the Office of Planning and Research and county clerk within 20 days of project approval, with county clerks required to post notice within 24 hours.

Exemption expires January 1, 2018, unless extended by later legislation; does not apply to larger projects, adjacent projects claiming the exemption, projects in resource areas, or projects with excavation exceeding one-half mile at any one time.
