Authorizes agency shop arrangements to include management employees in the County of Los Angeles and City of Los Angeles, while maintaining the existing prohibition on management employee inclusion elsewhere in California.

Allows agency shop agreements to take effect through negotiation between public agencies and recognized employee organizations, or through a petition signed by 30 percent of employees followed by majority approval in a secret ballot election.

Requires employees with bona fide religious objections to joining or financially supporting employee organizations to pay equivalent fees to designated charitable funds instead of union dues.

Permits rescission of agency shop provisions by majority vote of covered employees if requested through a petition signed by at least 30 percent of the unit, with only one rescission vote allowed per contract term.

Requires employee organizations with agency shop arrangements to provide annual detailed financial reports to the public agency and affected employees within 60 days of fiscal year-end.
