Requires public postsecondary educational institutions and independent colleges/universities to offer dogs or cats used in research to animal adoption or rescue organizations before destroying them.

Applies to any campus of the University of California, California State University, California Community Colleges, or independent institutions of higher education, including their employees and students.

Exempts animals suffering from serious illness, severe injury, or newborn animals requiring maternal care that have been impounded without their mothers.

Defines eligible adoption and rescue organizations as nonprofit entities exempt under Internal Revenue Code Section 501(c)(3) or collaborations focused on placing animals from shelters, pounds, or previous owners.

Does not apply to animals covered under California Food and Agricultural Code Section 17006.
