Establishes specific fees for veterans specialized license plates: $50 for initial issuance, $40 for renewal, $15 for transfer, $35 for replacement plates, $10 for replacement decals, and $78 for personalization.

Directs the DMV to deposit revenue from these additional fees, after deducting administrative costs, into the Veterans Service Office Fund for allocation to county veterans service offices.

Creates an exemption allowing the Department of Veterans Affairs to sponsor a Gold Star Family specialized license plate program without the standard 7,500 paid applications requirement for eligible family members of service members killed in the line of duty.

Specifies the design of veterans specialized license plates must be identical to the veterans special interest license plate design issued before January 1, 2010, with permanent plates that do not require replacement.
