Extends Water Recycling Act of 1991 requirements to mutual water companies formed under California Corporations Code Part 7, making them subject to the same provisions previously applicable only to public agencies regarding recycled water service agreements and rate-setting.

Authorizes recycled water producers or wholesalers to request retail water suppliers (including mutual water companies) to enter into agreements to provide recycled water to identified potential customers within their service territories.

Exempts political subdivisions from compensating mutual water companies for property takings when constructing or extending recycled water service facilities, provided the subdivision complies with the Water Recycling Act of 1991.

Protects existing mutual water company recycled water customers and those with identified plans as of December 31, 2014, from the exemption, ensuring compensation rights are preserved for previously served customers.

Establishes 120-day timeframes for retail water suppliers to submit written offers to customers requesting recycled water service, with rate offerings based on reasonable costs of obtaining, producing, and conveying recycled water.
