Repeals the exemption that previously allowed Western Climate Initiative, Incorporated, and its appointees to operate outside the Bagley-Keene Open Meeting Act, requiring all meetings to be open and public.

Adds two legislative appointees (one from Senate Rules Committee, one from Assembly Speaker) as non-voting ex officio members to the Western Climate Initiative board, along with the State Air Resources Board Chairperson and Secretary for Environmental Protection.

Requires the State Air Resources Board to notify the Joint Legislative Budget Committee at least 30 days before transferring or spending over $150,000 to Western Climate Initiative, Incorporated, or its derivatives.

Mandates the State Air Resources Board Chairperson and Secretary for Environmental Protection report to the Joint Legislative Budget Committee every six months on Western Climate Initiative actions affecting California.

Requires the Governor to make specific findings and issue written approval within 45 days before any state agency can link California's cap-and-trade system with other states, provinces, or countries, considering enforcement ability and program equivalency.
