Authorizes the Santa Rita Hills Community Services District board of directors to reduce from 5 members to 3 members, if the board receives a petition signed by a majority of voters and adopts a resolution ordering the reduction after a public hearing held at least 45 days after notice.

Requires the district to provide notice of the reduction proposal through newspaper advertisement for three weeks and first-class mail to all landowners, with the public hearing allowing written and oral comments before the board votes.

Permits the board to increase membership back from 3 to 5 members through the same public hearing and resolution process, but only until January 1, 2025, and prohibits subsequent reductions if an increase is adopted.

The authority to reduce board membership to 3 expires on January 1, 2035, after which the standard 5-member board requirement applies to all community services districts.

Establishes that current directors continue in office until term expiration or vacancy when the board is reduced, ensuring no immediate removal of sitting members.
