Requires the California Health Benefit Exchange to submit a complete and detailed budget to the Department of Finance and Legislative Analyst's Office using performance-based budgeting for each fiscal year.

Mandates the Exchange budget include the Exchange's mission, goals, activities, performance metrics with targeted outcomes, prior year performance data, proposed statutory changes, and a five-year projection of assessment levels on health plans.

Requires the Exchange to consult with contractors, responsible entities, and stakeholders as necessary to develop information related to performance standards and program performance.

Directs the Department of Finance to include Exchange performance-based budgeting information in the Governor's Budget and post it on the department's website.

Requires the Legislative Analyst's Office to review the adequacy of Exchange performance metrics and progress toward targeted outcomes when preparing its review of the Governor's Budget.
