Establishes a new misdemeanor for committing assault on stadium or arena property during an event day (4 hours before through 4 hours after an event), punishable by a fine up to $2,000, jail time up to 6 months, or both.

Establishes a new misdemeanor for committing battery on stadium or arena property during an event day, punishable by a fine up to $4,000, jail time up to 6 months, or both.

Creates a new infraction for intentionally entering restricted areas (designated for participants, officials, or staff) at venues during events for the purpose of disrupting the event, punishable by a fine up to $250 per violation.

Creates a new infraction for intentionally throwing, discharging, or launching any substance or object, or committing acts that delay or interfere with events at stadiums, arenas, theaters, or similar venues for the purpose of disruption, punishable by a fine up to $250 per violation.

Exempts sports officials and athletes engaged in events from these assault and battery provisions; exceptions do not apply to state reimbursement requirements.
