Establishes the Graduate Medical Education Fund to administer and fund grants for graduate medical education residency programs in California hospitals or teaching health centers.

Appropriates $25,000,000 from the General Fund in the 2014-15 fiscal year and $2,840,000 per year for three years from the California Health Data and Planning Fund.

Designates the Office of Statewide Health Planning and Development (OSHPD) to develop distribution criteria in consultation with the California Healthcare Workforce Policy Commission.

Requires appropriated moneys to fund new graduate medical education residency positions and prioritizes matching available federal funds for graduate medical education.

Preserves existing funding for the Song-Brown Health Care Workforce Training Act for family medicine residency and other health care worker training programs.
