Requires the Department of Water Resources to partner with the Regional Water Authority and water suppliers in El Dorado, Placer, Sacramento, and Yolo counties to develop a plan for investing in water supplies and facilities to improve Sacramento region water reliability and generate statewide benefits.

Plan must address conjunctive use measures, water efficiency and reuse, surface water integration, drought response measures, and potential funding sources.

Department must submit the plan to the Legislature on or before January 1, 2017, with the requirement repealing on January 1, 2021 unless extended by statute.

Designates this as a state-mandated local program; any costs mandated by the state shall be reimbursed to local agencies and school districts pursuant to Government Code procedures.

Removes previous provisions requiring at least 5 public hearings for Bay Delta Conservation Plan incorporation into the Delta Plan.
