• Requires the Department of Forestry and Fire Protection to develop an Internet website by July 1, 2015, providing information on prescribed burn regulations, permits, burn day restrictions, and contact information for relevant agencies and qualified burn assistants.

• Mandates creation of a uniform prescribed burn template offering standardized procedures for forest landowners planning and implementing prescribed burns for fuel treatment purposes.

• Authorizes the department to contract with University of California institutions having fire research expertise to develop the website and template.

• Requires the website and template development to be done in consultation with the State Air Resources Board, local air districts, and other relevant organizations.

• Establishes the intent to create a centralized information source helping forest landowners obtain permits, comply with regulations, prevent fire escape, and maximize environmental and public benefits from prescribed burning.
