Prohibits state agencies, political subdivisions, officers, employees, and contractors from providing material support, participation, or assistance to federal agencies involved in collecting electronic data or metadata without a valid warrant based on probable cause.

Prohibits use of state funds or assets allocated to local entities (effective January 1, 2015) to aid federal agencies in collecting electronic data or metadata without a valid warrant.

Prohibits state and local entities from using information obtained by federal agencies through warrantless surveillance in criminal investigations or prosecutions.

Authorizes the Attorney General to enforce the law and requires withholding of state grant funds from political subdivisions that violate these provisions, with officers and employees found in violation deemed to have resigned and ineligible for public office.

Renders corporations providing services to the state or political subdivisions ineligible to do so if found to have violated the law's provisions.
